    Nanosemantics Lab is a Russian IT company specializing in natural language processing (NLP), computer vision (CV), speech technologies (ASR/TTS) and creation of interactive dialog interfaces, particularly chatbots and virtual assistants, based on artificial intelligence (AI). The company uses neural network platforms, including its own-made platform PuzzleLib which works on Russian-made microprocessor architecture Elbrus and Russia-based Astra Linux operating system. The company was founded in 2005 by Igor Ashmanov and Natalya Kaspersky. == Profile == The company was one of the first on Russian market to develop dialog interfaces for different branches of businesses, as well as to support community of AI developers. The company's most demanded product, as for beginning of the 2020s, is the automated "online advisers", functioning as chat bots, made for helping customers with usage of commercial products. In 2009 the company released an online service called iii.ru, where visitors were able to create their own AI-based virtual personalities entitles "infs" (for free). A visitor was able to train its own "inf" and let them chat to other "live" visitors as well with other "infs". More than 2.3 million of "infs" were created and trained by visitors over several years. Nanosemantics Lab maintains its own linguistic programming language for AI development called Dialog Language (DL). Popular social networks and instant messaging services may be used as base platforms. Nanosemantics' AI bots support different types of businesses: banks and financial services, telecommunications, retail, travel and automobile industry, home appliances production, etc. Among its solutions, Nanosemantics lists projects for various companies and institutions, among them VTB, Beeline, MTS, Sberbank, Higher School of Economics, Webmoney, Gazpromneft, Rostelecom, Ford Motors, Ministry of Health of the Russian Federation and others. The company uses the term "inf" for naming its numerous types of chat bots. The term was coined by co-founder Igor Ashmanov, head of Ashmanov & Partners. A 2014 scholarly research at Higher School of Economics, called "Basics of Business Informatics", states that such "infs", when used at business, may lower load on employees, collect statistics useful for understanding market demand and also may increase customer loyalty by providing fast and informative answers due to usage of large databases. The same research describes Nanosemantics' project for Russian branch of Ford Motors company, when AI capabilities were used for promoting the car model Ford Kuga. The research pointed out that within 2 months since beginning, the promo-website conducted 47774 talks of visitors with the specialized "inf", which indicated several hundred thousand of questions and the longest chat lasted for 3 hours 10 minutes. One-year promo campaign showed that 28.6% of people who made pre-orders talked to an "inf". In 2016 Nanosemantics launched a SaaS platform aimed at creating customized virtual assistants by users. The company's flagship product is considered to be Dialog Operating System (DialogOS), a professional corporate platform for creating intellectual voice and textual bots. It has its own linguistic programming language for creation of flexible scenarios and ready-studied neural natural language processing modules that are able to understand human interlocutors. In 2021 the company presented technology called NLab Speech ASR which contains a set of neural-networking algorithms for processing audio signals and analysis of texts that were trained and calibrated using speech-based big data marked up manually. The technology allows speed of processing of data up to "6 real-time factor" and precision values in noisy audio data may exceed 82%. In March 2022 the technology was included in Russia's Joint Registry for Russian Programs for Computers and Databases. As well, another technology was included: NLab Speech TTS, which is text-to-speech system that produces synthesized speech from printed text. == Joint projects == Nanosemantics participates in Ashmanov & Partners' projects related to AI. Since 2014, it helps in development of hardware "personal assistant" called Lexy, a solution similar to Amazon Alexa and the analogues. In August 2019 it was announced that Nanosemantics is going to participate in creation of open operating system for creating automated voice assistants. The project was called SOVA (Smart Open Virtual Assistant) and received investment of 300 million roubles (~$4,6 million) from Russian state-maintained National Technological Initiative. The company maintains long-term partnerships with Skolkovo Innovation Center (resident of IT cluster), branch association "Neuronet" and Yandex. Together with USA-based startup Remedy Logic, Nanosemantics has developed a medical diagnostic system for finding, using AI, spinal pathologies in tomography images of human bodies. Among them: central, foraminal and lateral lumbar stenosis, hernias, arthrosis. The system offers options of treatment. Since August 2021 the company is the resident of Technology Valley of Moscow State University. Also in 2021, Nanosemantics became a member of Committee on Artificial Intelligence within the Russian Association of Software Developers "Native Soft". The company states as one of its missions support of initiatives aimed at preservation and development of the Russian language. In May 2021, together with Pushkin Institute, the company created a chat bot called Phil, that explains to Russian people meaning of different Russian neologisms, and offers synonyms for them. Bot's vocabulary contains more than 500 neologisms, as well the bot can give advice on jargonisms and other types of specific words. Also in 2021, Nanosemanics Lab has signed the first-ever Russian "Codex of ethics of artificial intelligence". It establishes guidelines for ethical behavior of businesses that implement AI-based solutions. === IT contests === The company regularly organizes All-Russian Turing Test competitions for IT developers. Some of these events are co-organized with Microsoft. During the competitions, judges randomly choose virtual interlocutor and have a short conversation with them. They have to determine if a human or a machine is talking to them. An interlocutor may be either a bot or its human creator or operator. The results are measured in per cent of judges that were successfully convinced by a machine that it was a human. In 2021 Nanosemantics took part in federal project "Artificial Intelligence" by National Technological Initiative. In December 2021 the company together with state enterprise "Resource Center of Universal Design and Rehabilitation Technologies" (RCUD-RT) held an all-Russian hackathon aimed at development of AI solutions for medicine. During 3 days, participants created several training programs for patients with speech disorders. In April 2022, another hackathon by Nanosemantics was held together with MIREA – Russian Technological University. Students were participating and trying to generate algorithms for voice deepfakes. 17 teams contested in creation of software that generated artificial voice of a certain person. == Recognition == Since its foundation, Nanosemantics Lab has received a number of recognitions and awards. Among them are several professional ROTOR awards for the website iii.ru (created in 2009). The website gives the general public the means to create and train virtual assistants, which can then be used on a website or integrated into social networks. In 2013, a virtual assistant called Dana, created for Beeline Kazakhstan, was awarded with professional prize "Crystal Headset" in nomination "the best applying of technology". In 2015, the RBTH international media service included Nanosemantics in its list of "Top 50 Startups" in Russia. In 2016, the company received Russian state-maintained award called Runet Prize in two nominations: "State and Society" and "Technology and Innovation". In 2021, in Velikiy Novgorod, Nanosemantics team has won a hackathon aimed at finding means of discovering corruption schemes in Russian laws.     The Charter on the Preservation of Digital Heritage of UNESCO defines digital heritage as embracing "cultural, educational, scientific and administrative resources, as well as technical, legal, medical and other kinds of information created digitally, or converted into digital form from existing analogue resources". Digital heritage also includes the use of digital media in the service of understanding and preserving cultural or natural heritage. The digitization of both cultural heritage and Natural heritage serves to enable the permanent access of current and future generations to culturally important objects ranging from literature and paintings to flora, fauna, or habitats. It is also used in the preservation and access of objects with enduring or significant historical, scientific, or cultural value including buildings, archeological sites, and natural phenomena. The main idea is the transformation of a material object into a virtual copy. It should not be confused with digital humanities, which uses digitizing technology to specifically help with research. There have been several debates concerning the efficiency of the process of digitizing heritage. Some of the drawbacks refer to the deterioration and technological obsolescence due to the lack of funding for archival materials and underdeveloped policies that would regulate such a process. Another main social debate has taken place around the restricted accessibility due to the digital divide that exists around the world. Nevertheless, new technologies enable easy, instant and cross boarder access to the digitized work. Many of these technologies include spatial and surveying technology to gain aerial or 3D images. Digital heritage is also used to monitor cultural heritage sites over years to help with preservation, maintenance, and sustainable tourism. It aims to observe any changes, diseases, or deterioration that may occur on objects. == Cultural and natural heritage == Digital Heritage that is not born-digital can be divided into two separate groups—digital cultural heritage and digital natural heritage. Digital cultural heritage is the maintenance or preservation of cultural objects through digitization. These are objects, in some cases entire cities, that are considered of cultural importance. These objects are sometimes able to be digitized or physically represented in minute detail. Digital cultural heritage also includes intangible heritage. These are things such as "oral traditions, customs, value systems, skills, traditional dances, diets, performances" and other unique features of a culture. Intangible heritage is particularly vulnerable to destruction due to urbanization. There are several projects and programs which concentrate on digital cultural heritage. One such project is Mapping Gothic France, which aims to document and preserve cathedrals across France using images, VR tours, laser scans, and panoramas. This allows for scientific and historical study and preservation of the cathedrals and also provides detailed access to the sites for anyone in the world. The aim of projects like these is to help with the preservation and restoration of cultural objects. After the fire at Notre-Dame de Paris in 2019, digital scans are a major component in the ongoing restoration. Digital natural heritage pertains to objects of natural heritage that are considered of cultural, scientific, or aesthetic importance. Digital heritage in this instance is used not only to grant access to these objects, but to monitor any changes over time, such as with plant or animal habitats. Geographic information systems are a form of technology that is used primarily in the study of natural heritage. Western Australia has one such digital heritage project where they have created a digital repository of native plants important to both the region and the Aboriginal people. This is in order to protect and preserve the important biological heritage of Western Australia. == Educational impact == The digitization of these heritage objects has impacts around the world and across many disciplines. The increase of digital items means that people, especially the youth, are able to learn about new objects and cultures online through various media. They provide viewers with a more in-depth experience with an item or place, instead of just an image. The media is also able to be curated to age- or educational-level appropriateness, making learning easier. Some of the technology used in education, especially in museums, includes mobile apps, virtual reality, social media, and video games. Cultural heritage institutions are using this technology to try to expand access, increase appreciation for these items, and to gain new viewpoints on their collections. Digital heritage also helps scientists, archeologists, or other historians and specialists collect data on these objects, providing more information on the objects and the past. Digital Heritage is still currently being studied and improved by several sectors invested in cultural and intellectual preservation. It is particularly of interest to museums, governments, and academic institutions. Research by these groups are creating new concepts, methodologies, and techniques for the implementation of digital heritage to protect this type of cultural and natural heritage. As new technologies are created, museums and other heritage institutions are provided with more ways of disseminating their information and engaging with the public. A lack of resources within certain groups may still hinder everyone from accessing digital heritage. == Technologies used == The digitization of cultural heritage is attained through several means. Some of the main technology used is spatial and surveying technology. Space archaeological technology - Observations from space satellites are non-intrusive and can be integrated with other technologies on the ground. It is used to photograph vast areas of earth and help with research. Remnants of ancient civilizations or other human objects are also able to be spotted via satellite imaging. Unmanned aerial vehicles - UAV, such as drones, are commonly used in digitization of cultural heritage objects. The Great Wall of China is one such site that has been digitized and analyzed through unmanned aerial vehicle investigation. The resulting images, 3-D scans, maps, and other data are used to evaluate and maintain the Great Wall. Laser Scanning - Laser scanning is used to scan an area and recreate spatially accurate depictions, such as a 3D model. Virtual and Augmented Reality - VR is used primarily for education but does have uses for reconstruction and research. It is used to provide users with an immersive experience, as though they are actually at the site. Geographic Information systems - GIS are used primarily to study objects and sites over time. It is also important in studying the socioeconomic status of the past. 3D Modeling - 3D modeling has become more widely used due to an increase in technology that works specifically with heritage sites. It is often used in tandem with GIS to reconstruct objects for restoration, documentation, preservation, and educational purposes. Data is collected using satellite or other aerial imaging and ground-based imaging. There is some concern about the accuracy and authenticity of these types of digital reconstructions and their effects on the sites themselves. A major barrier to digital heritage is the amount of resources it takes to undertake such projects, such as money, time, and technology. Money and the lack of qualified personnel are two that are considered the most obstructive. This is especially an issue in less developed areas or within underfunded groups such as minorities. == Virtual heritage == A particular branch of digital heritage, known as "virtual heritage", is formed by the use of information technology with the aim of recreating the experience of existing cultural heritage, as in (approximations of) virtual reality. It is hard to differentiate this branch from the core contribution of digital heritage which is storing the heritage data digitally. Parsinejad et al. developed two techniques for Digital Twinning of the architectural assets and representation of the physical assets virtually in the museum context. Two techniques are hand recording and digital recording and both have challenges in adoption and implementation of Digital Twin as a revolutionary concept. == Digital heritage stewardship == Digital heritage stewardship is a form of digital curation which is modeled after collaborative curation. Brand networking creates communities that serve as interactive destinations to encourage brand participation online and off. This evolved level of user participation with the brand facilitates strong relationships with consumers, leverages sales, and generates fan equity. The concept builds on the marketing literature on brand communities, which describes specialized, non-geographically bound groups of consumers organized around shared interest in a brand, and on subsequent research on social-media-based brand communities that examines how such groups operate when embedded in general-purpose networking platforms. == History == The development and growth of social networking in the early 2000s gave birth to brand networking. Brands saw the immediate potential to reach and interact with consumers through online platforms like Facebook and MySpace. At first, the ability to reach consumers through these platforms was inadequate; brands had the option to join as members or simply advertise on these sites. The potential existed to not only display advertisements to consumers, but to encourage them to interact with the brand. This is when brands made the shift to create their own networking platforms. Less evolved attempts to connect brands with consumers via networking are typically built as online platforms meant only to complement a product/service and are limited in functionality. Typically these sites offer consumers the opportunity to interact through discussion boards and group pages. The Guiding Light Community was built to complement the popular CBS television soap opera. The site offers members reward points for contributing content to discussion boards and blogs (which is all geared toward the show). == Structure == Brand networking is more than the utilization of a social networking platform; it is connecting consumers together and constructing relationships directly with the brand. Three key elements, in unity, create effective brand networking: relevant content, elements of participation, and a competitive currency. Websites in conjunction with other media types (television, radio, print) present content around a vertical industry, sector of interest, or cultural and social issues for a brand. This can be in areas such as health, marketing, or business, or any content relevant to the brand message. Such content is not only provided by the brand but also in the form of consumer-generated media. Research on brand-related user-generated content across major platforms suggests that the form and tone of consumer contributions vary by platform, with promotional content more common on some networks and response-oriented content on others. A brand provides participation with consumers online and offline. This is accomplished through the combination of typical social networking features online, such as personalised pages, friend lists, groups, and messaging, alongside elements of involvement offline. This is not simply connecting an online platform with mobile devices, but providing separate mobile features jointly with a secondary media type to drive online usage and build relationships with the brand on the go. By participating in mobile campaigns, users are interacting with the brand outside of traditional brick and mortar or e-commerce destinations. Empirical work on consumer brand engagement in social media frames such participation along cognitive, affective, and behavioural dimensions. The final element of brand networking involves incentivising participation with the other two elements. The addition of a currency or point system acts as an anchor to the brand and network and creates a competitive dynamic between consumers. These points are distributed for activity carried out outside of the networking site. By incentivising usage offline, the brand image is reinforced for the consumer and strengthens the relationship. Consumers are turned into promoters for both the brand and the users' benefit. The use of points, badges, leaderboards, and similar mechanics is described in the marketing literature as gamification, and has been linked to higher participation rates in mobile and loyalty programmes. == Fan equity == Fan equity is the idea that by locking in consumers to a brand, they are turned into fans of the brand. As fans, they promote, interact, and consume on a daily basis and become assets. Apple Inc. is one example of a company often cited as possessing fan equity. Customers of Apple are extremely brand loyal and are assets to the company. Creating a fan-generated brand is a difficult but effective method of business. Through the use of brand networking, a company is able to build a consumer or fan base that provides a strong relationship between business and consumers. The trust is formed and fans do a lot of work for the brand by word of mouth. Peer-to-peer channels are the strongest means of communication for a brand, but also one in which the brand can only influence and not control. Subsequent research links community engagement with brand trust, identifying community engagement as a mediator between social-media brand community participation and trust. This method of business is argued to be a relationship handled by the brand generally for its own gain. Many fans do not realise the work they are doing for companies by using their product or service. Facebook is a fan-based brand that has become a global phenomenon through customer use, with social media features such as sharing and commenting. With the growth of social media, marketing and advertising through social media has continued to expand. Brands can display and promote their products or services at a fast rate, with consumers sharing and contributing to the brand on a global scale. This can also be seen as online word of mouth exposure that can produce positive or negative feedback for brands. Once consumers become fans they are typically loyal, which can create positive word of mouth for a brand. Fans become a valuable asset, boosting the status and reputation of a brand. Different perceptions of brands can be linked to a person's origin or religion, which creates a difficulty when trying to enter a market or gain market share. Businesses need to be aware of the types of products or services they introduce to a specific market, ensuring they are culturally sensitive. Fan pages are created on social media to maintain the relationship between brands and consumers. By engaging and interacting with consumers, brands obtain fans and produce positive imaging. Some fans become attached to brands and are often encouraged to remain as fans through the use of celebrities endorsing the brand. Research on parasocial interaction in social-media environments suggests that one-sided emotional bonds that consumers form with endorsers and brand personae help convert ordinary followers into engaged fans.

    PGF (Progressive Graphics File) is a wavelet-based bitmapped image format that employs lossless and lossy data compression. PGF was created to improve upon and replace the JPEG format. It was developed at the same time as JPEG 2000 but with a focus on speed over compression ratio. PGF can operate at higher compression ratios without taking more encoding/decoding time and without generating the characteristic "blocky and blurry" artifacts of the original DCT-based JPEG standard. It also allows more sophisticated progressive downloads. == Color models == PGF supports a wide variety of color models: Grayscale with 1, 8, 16, or 31 bits per pixel Indexed color with palette size of 256 RGB color image with 12, 16 (red: 5 bits, green: 6 bits, blue: 5 bits), 24, or 48 bits per pixel ARGB color image with 32 bits per pixel Lab color image with 24 or 48 bits per pixel CMYK color image with 32 or 64 bits per pixel == Technical discussion == PGF claims to achieve an improved compression quality over JPEG adding or improving features such as scalability. Its compression performance is similar to the original JPEG standard. Very low and very high compression rates (including lossless compression) are also supported in PGF. The ability of the design to handle a very large range of effective bit rates is one of the strengths of PGF. For example, to reduce the number of bits for a picture below a certain amount, the advisable thing to do with the first JPEG standard is to reduce the resolution of the input image before encoding it — something that is ordinarily not necessary for that purpose when using PGF because of its wavelet scalability properties. The PGF process chain contains the following four steps: Color space transform (in case of color images) Discrete Wavelet Transform Quantization (in case of lossy data compression) Hierarchical bit-plane run-length encoding === Color components transformation === Initially, images have to be transformed from the RGB color space to another color space, leading to three components that are handled separately. PGF uses a fully reversible modified YUV color transform. In contrast to JPEG 1992 which uses an 8x8 block-size discrete cosine transform, PGF uses one reversible wavelet transform: a rounded version of the biorthogonal CDF 5/3 wavelet transform. This wavelet filter bank is exactly the same as the reversible wavelet used in JPEG 2000. It uses only integer coefficients, so the output does not require rounding (quantization) and so it does not introduce any quantization noise. === Quantization === After the wavelet transform, the coefficients are scalar-quantized to reduce the amount of bits to represent them, at the expense of a loss of quality. The output is a set of integer numbers which have to be encoded bit-by-bit. The parameter that can be changed to set the final quality is the quantization step: the greater the step, the greater is the compression and the loss of quality. With a quantization step that equals 1, no quantization is performed (it is used in lossless compression). In contrast to JPEG 2000, PGF uses only powers of two, therefore the parameter value i represents a quantization step of 2i. Just using powers of two makes no need of integer multiplication and division operations. === Coding === The result of the previous process is a collection of sub-bands which represent several approximation scales. A sub-band is a set of coefficients — integer numbers which represent aspects of the image associated with a certain frequency range as well as a spatial area of the image. The quantized sub-bands are split further into blocks, rectangular regions in the wavelet domain. They are typically selected in a way that the coefficients within them across the sub-bands form approximately spatial blocks in the (reconstructed) image domain and collected in a fixed size macroblock. The encoder has to encode the bits of all quantized coefficients of a macroblock, starting with the most significant bits and progressing to less significant bits. In this encoding process, each bit-plane of the macroblock gets encoded in two so-called coding passes, first encoding bits of significant coefficients, then refinement bits of significant coefficients. Clearly, in lossless mode all bit-planes have to be encoded, and no bit-planes can be dropped. Only significant coefficients are compressed with an adaptive run-length/Rice (RLR) coder, because they contain long runs of zeros. The RLR coder with parameter k (logarithmic length of a run of zeros) is also known as the elementary Golomb code of order 2k. === Comparison with other file formats === JPEG 2000 is slightly more space-efficient in handling natural images. The PSNR for the same compression ratio is on average 3% better than the PSNR of PGF. It has a small advantage in compression ratio but longer encoding and decoding times. PNG (Portable Network Graphics) is more space-efficient in handling images with many pixels of the same color. There are several self-proclaimed advantages of PGF over the ordinary JPEG standard: Superior compression performance: The image quality (measured in PSNR) for the same compression ratio is on average 3% better than the PSNR of JPEG. At lower bit rates (e.g. less than 0.25 bits/pixel for gray-scale images), PGF has a much more significant advantage over certain modes of JPEG: artifacts are less visible and there is almost no blocking. The compression gains over JPEG are attributed to the use of DWT. Multiple resolution representation: PGF provides seamless compression of multiple image components, with each component carrying from 1 to 31 bits per component sample. With this feature there is no need for separately stored preview images (thumbnails). Progressive transmission by resolution accuracy, commonly referred to as progressive decoding: PGF provides efficient code-stream organizations which are progressive by resolution. This way, after a smaller part of the whole file has been received, it is possible to see a lower quality of the final picture, the quality can be improved monotonically getting more data from the source. The original RVIS01 document is now deprecated. == Details == The protocol enables either Streaming Text Oriented Messaging Protocol (STOMP) or Comet to deliver text and image URLs to a client, with the images being acquired over a HTTP connection. The technology is currently implemented by a number of broadcasters across the world, including Global Radio, Bauer Radio in the UK, RTÉ in the Republic Of Ireland, Südwestrundfunk in Germany and a number of Australian media groups amongst others.     Diia (Ukrainian: Дія [ˈd⁽ʲ⁾ijɐ] , lit. 'Action'; also an acronym for Держава і Я, Derzhava i Ya, IPA: [derˈʒɑwɐ i ˈjɑ], lit. 'State and Me') is a mobile app, a web portal and a brand of e-governance in Ukraine. Launched in 2020, the Diia app allows Ukrainian citizens to use digital documents on their smartphones instead of physical ones for identification and sharing purposes. The Diia portal allows access to over 130 government services. Eventually, the government plans to make all kinds of state-person interactions available through Diia. Diia was built in partnership with the United States and is poised to be shared with other countries. On the sidelines of the 2023 World Economic Forum in Davos, USAID Administrator Samantha Power said the US hopes to replicate the success of Diia in other countries. == History == Diia was first presented on September 27, 2019, by the Ministry of Digital Transformation of Ukraine as a brand of the State in a Smartphone project. Vice Prime Minister and Minister of Digital Transformation Mykhailo Fedorov announced the creation of a mobile app and a web portal that would unite in a single place all the services provided by the state to citizens and businesses. On February 6, 2020, the mobile app Diia was officially launched. During the presentation, Ukrainian President Volodymyr Zelensky said that 9 million Ukrainians now have access to their driver's license and car registration documents on their phones, while Prime Minister Oleksiy Honcharuk called the implementation of the State in a Smartphone project a priority for the government. In April 2020, the Ukrainian government approved a resolution for experimental usage of digital ID-cards and passports which would be issued to all Ukrainians via the Diia. On October 5, 2020, during the Diia Summit, the government presented a first major update of the app and web portal branded "Diia 2.0". More types of documents were added to the app as well as the ability to share documents with others via a single tap on a push-message. The web portal in turn expanded the number of available services to 27, including the ability to register a private limited company in half an hour. President Zelensky who opened the summit, announced that in 2021 Ukraine will enter the "paper less" mode by prohibiting civil servants from demanding paper documents. By the end of 2020, the app had more than six million users, while the portal had 50 available services. In March 2021, the Ukrainian parliament adopted a bill equating digital identity documents with their physical analogues. Starting on August 23, Ukrainian citizens can use digital ID-cards and passports for all purposes while in Ukraine. According to Minister of Digital Transformation Mykhailo Fedorov, Ukraine will become the first country in the world where digital identity documents are considered legally equivalent to ordinary ones. In September 2024, Diia launched an online marriage registration service, which can be beneficial especially for military personnel who spend much time on the frontline separated from their partners. In October 2024, Diia's online marriage service appeared in Time's Inventions of the 2024 list. In the first month of its operations over 1.1 million Ukrainians tried to make proposals using the technology, and 435 couples got married. == Benefits and challenges == The first and most obvious benefit is the convenience of such a platform. Citizens can have many documents on their smartphones at once, without concern about losing or damaging them. Whenever needed, they can just open an app on their smartphones and show/check the document they need. The idea is that Diia will help cut the bureaucracy associated with public services, which in turn will help fight corruption and increase government savings. Fewer people are needed to be employed in the public sector and fewer human to human interactions are supposed to happen. With the start of the program, already 10% of government employees were reduced, which contributes to hundreds of millions of dollars in savings, but besides this, the initiative also improves the speed, efficiency, and transparency of government services. In addition, the digitalization of the government sector helps to develop the whole IT industry in the country, people become more digitally aware and educated, this affects other sectors as well, increasing the spread of digital infrastructure and expediting the speed of overall digitalization. The UN E-government Development Index, which assesses the capabilities of governments to integrate its functions electronically, such as the use of internet and mobile devices, ranked Ukraine 69th in 193 countries surveyed in 2020. Despite its low ranking in the e-government development index, Ukraine made a big jump on the e-participation index, which they ranked 43rd out of 193 countries from 0.66 in 2018 to 0.81 in 2020 (un.org, 2020), suggesting that the government and its citizens are adapting the IT-based government functions. The main goal of e-government according to Perez-Morote et.al. (2020) is to have accountability and transparency among the countries involved. But to do so, there are several challenges that a country should assess first prior to implementing e-government. In the research written by Heeks (2001), the author identified 2 main challenges that countries face in the development of e-government, first is the strategic challenge which involves the preparedness (e-readiness) of the entire government system for electronic transformation, and second challenge is the tactical challenge where the government must design (e-governance design) a system where it can be understood by every user, it's important that the information that needs to be communicated to the consumers is received clearly. For the first challenge (e-readiness), Ukraine had an internet penetration rate of 76% in 2020 and is expected to grow to 82%, it is important that consumers have the internet access for it to enable the consumers to utilize the service. Another factor is the readiness of its institutional infrastructure, which means that the government has its own organization which is solely focused on implementing the e-government project. In the case of Ukraine, the e-governance team is led by Oleksandr Ryzhenko, and the country's e-governance initiative is even further strengthened by ensuring that the data and legal infrastructure are already prepared. Ukraine has done this by modernizing their legislation that is more appropriate in the digital service, and the data exchange solution used by Ukraine is called Trembita. The human infrastructure is also being updated, as competent individuals must be the one doing the task, hence, EGOV4UKRAINE was launched, this aims to get IT developers for developing a system for administrative services. These efforts by the Ukrainian government did not go unnoticed, and they received an award from the e-Governance Academy as "partner of the year 2017". For the second challenge, which deals with the system design, the success of Ukraine can be seen on the latest data of UNDP, where it shows a high increase in the E-participation index. In 2018, Ukraine ranked 75th it ranked 46th in 2020 (un.org, 2020). Despite visible success, the implementation of the e-government was accompanied by problems. Data leakage became the main one. In May 2020, the data of 26 million driver's licenses appeared in the public domain on the Internet. The Ukrainian government said the Diia app was not linked to a data breach, but it is impossible to say for certain. Any storage of official documents in electronic format is associated with the risk of their leakage. In addition, the Diia application still has data protection issues, as the required protection system has not been implemented. This is also compounded by the country's weak data protection legal regime. In addition, since 2023, Ukrainians are able to register their cars with this app. Issued license plates are not using regional codes, but they are using special codes starting with DI or PD. == Diia City == In May 2020, the government presented Diia City headed by Oleksandr Borniakov, a large-scale project which would establish a virtual model of a free economic zone for representatives of the creative economy. It would provide for special digital residency with a particular taxation regime, intellectual property protection and simplified regulations. Diia City concurrently imposes certain constraints on contracts involving individual entrepreneurs (FOPs). It also offers the benefit of tax rebates. Diia City garners endorsement from the Ukrainian government, believing it will support the country's position in the IT market. As of July 30, 2023, the program had more than 600 residents, including companies like iGama, Avenga, SBRobotiks, and Intellectsoft.

The concept took on a broader cultural meaning when Facebook introduced its Timeline interface and new “social apps” in 2011. These features enabled third-party applications to automatically publish user activity to the platform—effectively shifting sharing from a deliberate act to a passive process. For example, integrating music streaming service Spotify meant that any song a user listened to could automatically appear in a Facebook “Ticker,” allowing friends to see the activity and click through to play the song themselves. == Zuckerberg’s vision == Zuckerberg articulated a vision of a Web in which sharing occurs by default rather than by choice: “You read, you watch, you listen, you buy—and everyone you know will hear all about it on Facebook.” This “frictionless” model assumes ongoing consent after an initial opt-in. Once users connect an app to their profile, any future activity with that app may be automatically shared. Critics argue that when sharing becomes automatic, it dilutes the personal curation that makes social media exchanges meaningful. According to Slate, this approach risks “killing taste,” because users typically choose to share only select content they find worth highlighting, rather than everything they consume. AL.com similarly observed that the frictionless model encourages over-sharing, overwhelming both users and their networks with minor or trivial activities. For example, integrating multiple platforms—such as Twitter, Foursquare, Pinterest, Spotify, and others—can create an incessant stream of updates that some users may find intrusive or irritating. This can lead to what critics describe as “narcissistic” or noisy timelines, potentially undermining the “social” nature of social media. == Business model and data implications == For Facebook, frictionless sharing offers clear business advantages. More frequent and detailed sharing provides valuable data that can be used to refine targeted advertising and personalize content delivery.     DVD (digital video disc or digital versatile disc) is a digital optical disc data storage format. It was invented and developed in 1995 and first released on November 1, 1996, in Japan. The medium can store any kind of digital data and has been widely used to store video programs (watched using DVD players), software and other computer files. DVDs offer significantly higher storage capacity than compact discs (CD) while having the same dimensions. A standard single-layer DVD can store up to 4.7 GB of data, a dual-layer DVD up to 8.5 GB. Dual-layer, double-sided DVDs can store up to a maximum of 17.08 GB. Prerecorded DVDs are mass-produced using molding machines that physically stamp data onto the DVD. Such discs are a form of DVD-ROM because data can only be read and not written or erased. Blank recordable DVD discs (DVD-R and DVD+R) can be recorded once using a DVD recorder and then function as a DVD-ROM. Rewritable DVDs (DVD-RW, DVD+RW, and DVD-RAM) can be recorded and erased many times. DVDs are used in DVD-Video consumer digital video format and less commonly in DVD-Audio consumer digital audio format, as well as for authoring DVD discs written in a special AVCHD format to hold high definition material (often in conjunction with AVCHD format camcorders). DVDs containing other types of information may be referred to as DVD data discs. == Etymology == The Oxford English Dictionary comments that, "In 1995, rival manufacturers of the product initially named digital video disc agreed that, in order to emphasize the flexibility of the format for multimedia applications, the preferred abbreviation DVD would be understood to denote digital versatile disc." The OED also states that in 1995, "The companies said the official name of the format will simply be DVD. Toshiba had been using the name 'digital video disc', but that was switched to 'digital versatile disc' after computer companies complained that it left out their applications." "Digital versatile disc" is the explanation provided in a DVD Forum Primer from 2000 and in the DVD Forum's mission statement, which the purpose is to promote broad acceptance of DVD products on technology, across entertainment, and other industries. Because DVDs became highly popular for the distribution of movies in the 2000s, the term DVD became popularly used in English as a noun to describe specifically a full-length movie released on the format; for example the phrase "to watch a DVD" describes watching a movie on DVD. == History == === Development and launch === Released in 1987, CD Video used analog video encoding on optical discs matching the established standard 120 mm (4.7 in) size of audio CDs. Video CD (VCD) became one of the first formats for distributing digitally encoded films in this format, in 1993. In the same year, two new optical disc storage formats were being developed. One was the Multimedia Compact Disc (MMCD), backed by Philips and Sony (developers of the CD and CD-i), and the other was the Super Density (SD) disc, supported by Toshiba, Time Warner, Matsushita Electric, Hitachi, Mitsubishi Electric, Pioneer, Thomson, and JVC. By the time of the press launches for both formats in January 1995, the MMCD nomenclature had been dropped, and Philips and Sony were referring to their format as Digital Video Disc (DVD). On May 3, 1995, an ad hoc industry technical group formed from five computer companies (IBM, Apple, Compaq, Hewlett-Packard, and Microsoft) issued a press release stating that they would only accept a single format. The group voted to boycott both formats unless the two camps agreed on a single, converged standard. They recruited Lou Gerstner, president of IBM, to pressure the executives of the warring factions. In one significant compromise, the MMCD and SD groups agreed to adopt proposal SD 9, which specified that both layers of the dual-layered disc be read from the same side—instead of proposal SD 10, which would have created a two-sided disc that users would have to turn over. Philips/Sony strongly insisted on the source code, EFMPlus, that Kees Schouhamer Immink had designed for the MMCD, because it makes it possible to apply the existing CD servo technology. Its drawback was a loss from 5 to 4.7 Gigabytes of capacity. As a result, the DVD specification provided a storage capacity of 4.7 GB (4.38 GiB) for a single-layered, single-sided disc and 8.5 GB (7.92 GiB) for a dual-layered, single-sided disc. The DVD specification ended up similar to Toshiba and Matsushita's Super Density Disc, except for the dual-layer option. MMCD was single-sided and optionally dual-layer, whereas SD was two half-thickness, single-layer discs which were pressed separately and then glued together to form a double-sided disc. Philips and Sony decided that it was in their best interests to end the format war, and on September 15, 1995 agreed to unify with companies backing the Super Density Disc to release a single format, with technologies from both. After other compromises between MMCD and SD, the group of computer companies won the day, and a single format was agreed upon. The computer companies also collaborated with the Optical Storage Technology Association (OSTA) on the use of their implementation of the ISO-13346 file system (known as Universal Disk Format) for use on the new DVDs. The format's details were finalized on December 8, 1995. In November 1995, Samsung announced it would start mass-producing DVDs by September 1996. The format launched on November 1, 1996, in Japan, mostly with music video releases. The first major releases from Warner Home Video arrived on December 20, 1996, with four titles being available. The format's release in the U.S. was delayed multiple times, from August 1996, to October 1996, November 1996, before finally settling on early 1997. Players began to be produced domestically that winter, with March 24, 1997, as the U.S. launch date of the format proper in seven test markets. Approximately 32 titles were available on launch day, mainly from the Warner Bros., MGM, and New Line libraries, with the notable inclusion of the 1996 film Twister. However, the launch was planned for the following day (March 25), leading to a distribution change with retailers and studios to prevent similar violations of breaking the street date. The nationwide rollout for the format happened on August 22, 1997. DTS announced in late 1997 that they would be coming onto the format. The sound system company revealed details in a November 1997 online interview, and clarified it would release discs in early 1998. However, this date would be pushed back several times before finally releasing their first titles at the 1999 Consumer Electronics Show. In 2001, blank DVD recordable discs cost the equivalent of $27.34 US dollars in 2022. === Adoption === Movie and home entertainment distributors adopted the DVD format to replace the ubiquitous VHS tape as the primary consumer video distribution format. Immediately following the formal adoption of a unified standard for DVD, two of the four leading video game console companies (Sega and The 3DO Company) said they already had plans to design a gaming console with DVDs as the source medium. Sony stated at the time that they had no plans to use DVD in their gaming systems, despite being one of the developers of the DVD format and eventually the first company to actually release a DVD-based console. Game consoles such as the PlayStation 2, Xbox, and Xbox 360 use DVDs as their source medium for games and other software. Contemporary games for Windows were also distributed on DVD. Early DVDs were mastered using DLT tape, but using DVD-R DL or +R DL eventually became common. TV DVD combos, combining a standard definition CRT TV or an HD flat panel TV with a DVD mechanism under the CRT or on the back of the flat panel, and VCR/DVD combos were also available for purchase. For consumers, DVD soon overtook VHS as the favored choice for home movie releases. In 2001, DVD players outsold VCRs for the first time in the United States. At that time, one in four American households owned a DVD player.     The Fifth Estate is a socio-cultural reference to groupings of outlier viewpoints in contemporary society, and is most associated with bloggers, journalists publishing in non-mainstream media outlets, and online social networks. The "Fifth" Estate extends the sequence of the three classical estates (clergy (first), nobility (second), commoners (third)) and the preceding Fourth Estate, essentially the common press. The use of "fifth estate" dates to the 1960s counterculture, and in particular the influential Fifth Estate, an underground newspaper first published in Detroit in 1965. Web-based technologies have enhanced the scope and power of the Fifth Estate far beyond the modest and boutique conditions of its beginnings. Nimmo and Combs asserted in 1992 that political pundits constitute a Fifth Estate. Media researcher Stephen D. Cooper argued in 2006 that bloggers are the Fifth Estate. In 2009, William Dutton argued that the Fifth Estate is not just the blogging community, nor an extension of the media, but "networked individuals" enabled by the Internet, e.g. social media, in ways that can hold the other estates accountable.

    Vue.js (commonly referred to as Vue; pronounced "view") is an open-source model–view–viewmodel front end JavaScript framework for building user interfaces and single-page applications. It was created by Evan You and is maintained by him and the rest of the active core team members. == Overview == Vue.js features an incrementally adaptable architecture that focuses on declarative rendering and component composition. The core library is focused on the view layer only. Advanced features required for complex applications such as routing, state management and build tooling are offered via officially maintained supporting libraries and packages. Vue.js allows for extending HTML with HTML attributes called directives. The directives offer functionality to HTML applications, and come as either built-in or user defined directives. == History == Vue was created by Evan You after working for Google using AngularJS in several projects. He later summed up his thought process: "I figured, what if I could just extract the part that I really liked about Angular and build something really lightweight." The first source code commit to the project was dated July 2013, at which time it was originally named "Seed". Vue was first publicly announced the following February, in 2014. Version names are often derived from manga and anime series, with the first letters arranged in alphabetical order. === Versions === When a new major is released i.e. v3.y.z, the last minor i.e. 2.x.y will become a LTS release for 18 months (bug fixes and security patches) and for the following 18 months will be in maintenance mode (security patches only). Vue 3 was officially released in September 2020. According to the State of Vue.js Report 2025, 96% of surveyed developers reported having used Vue 3.x. However, 35% also indicated that they used Vue 2.7.x in the past year, reflecting continued reliance on Vue 2 despite its end of support. At a high level, components are custom elements to which the Vue's compiler attaches behavior. In Vue, a component is essentially a Vue instance with pre-defined options. The code snippet below contains an example of a Vue component. The component presents a button and prints the number of times the button is clicked: === Templates === Vue uses an HTML-based template syntax that allows binding the rendered DOM to the underlying Vue instance's data. All Vue templates are valid HTML that can be parsed by specification-compliant browsers and HTML parsers. Vue compiles the templates into virtual DOM render functions. A virtual Document Object Model (or "DOM") allows Vue to render components in its memory before updating the browser. Combined with the reactivity system, Vue can calculate the minimal number of components to re-render and apply the minimal amount of DOM manipulations when the app state changes. Vue users can use template syntax or choose to directly write render functions using hyperscript either through function calls or JSX. Render functions allow applications to be built from software components. === Reactivity === Vue features a reactivity system that uses plain JavaScript objects and optimized re-rendering. Each component keeps track of its reactive dependencies during its render, so the system knows precisely when to re-render, and which components to re-render. === Transitions === Vue provides a variety of ways to apply transition effects when items are inserted, updated, or removed from the DOM. This includes tools to: Automatically apply classes for CSS transitions and animations Integrate third-party CSS animation libraries, such as Animate.css Use JavaScript to directly manipulate the DOM during transition hooks Integrate third-party JavaScript animation libraries, such as Velocity.js When an element wrapped in a transition component is inserted or removed, this is what happens: Vue will automatically sniff whether the target element has CSS transitions or animations applied. If it does, CSS transition classes will be added/removed at appropriate timings. If the transition component provided JavaScript hooks, these hooks will be called at appropriate timings. If no CSS transitions/animations are detected and no JavaScript hooks are provided, the DOM operations for insertion and/or removal will be executed immediately on next frame. === Routing === A traditional disadvantage of single-page applications (SPAs) is the inability to share links to the exact "sub" page within a specific web page. Because SPAs serve their users only one URL-based response from the server (it typically serves index.html or index.vue), bookmarking certain screens or sharing links to specific sections is normally difficult if not impossible. To solve this problem, many client-side routers delimit their dynamic URLs with a "hashbang" (#!), e.g. page.com/#!/. However, with HTML5 most modern browsers support routing without hashbangs. Vue provides an interface to change what is displayed on the page based on the current URL path – regardless of how it was changed (whether by emailed link, refresh, or in-page links). Additionally, using a front-end router allows for the intentional transition of the browser path when certain browser events (i.e. clicks) occur on buttons or links. Vue itself doesn't come with front-end hashed routing. But the open-source "vue-router" package provides an API to update the application's URL, supports the back button (navigating history), and email password resets or email verification links with authentication URL parameters. It supports mapping nested routes to nested components and offers fine-grained transition control. With Vue, developers are already composing applications with small building blocks building larger components. With vue-router added to the mix, components must merely be mapped to the routes they belong to, and parent/root routes must indicate where children should render.
